The Modernisation Fund was created for organisations delivering education and training services and provides 0% interest loans - from £30,000 to £500,000. The LSC set out a 'Working Together strategy' in 2004 that it intended to adopt with its partners in the Voluntary and Community Sector (VCS). Click here for the LSC website.
In September 2007 the Government introduced new regulations to reform the training, qualifications and development of teachers, tutors, trainers and instructors. Click here for more information. LLUK and the LSC have produced a booklet outlining how these changes may affect the Third Sector. It is aimed at employees involved in the delivery of learning as a teacher, tutor, trainer or instructor and third sector employees or trustees who manage or are responsible for the teachers, trainers, tutors or instructors within their organisation.
One of the biggest barriers facing VCS staff and volunteers is accessing funding to support training and other areas of workforce development. In response to this the National Council for Voluntary Youth Services (NCVYS) and the National Association for Voluntary and Community Action (NAVCA) have created a Funding Guide to Workforce Development.
The National Council for Voluntary Youth Services (NCVYS) represents voluntary and community youth organisations in England. Their website contains a range of useful information for workforce development in youth services plus a useful training directory and support for training providers.

The Lifelong Learning UK Information and Advice Service is free and is funded by
the Department for Innovation, Universities and Skills. The service is staffed by
experienced practitioners and teacher trainers offering specialist advice on all
aspects of working in the lifelong learning sector. The service also includes the
National Reference Point for Skills for Life professional development.
This briefing highlights the changes to the qualification, licensing and professional development requirements for adult education teachers. It also identifies what this means for voluntary and community sector providers
Where to find help and information about apprenticeships
If you entered the Learning and Skills sector in a teaching role prior to September 2007, and have sufficient experience to demonstrate that you meet the standards expected of new teachers, then you may be eligible for General Professional Recognition Learning and Skills (GPRLS).

The Learning and Skills Council (LSC) National Office commissioned NIACE to
identify the possible impact of the new qualification, registration and CPD
requirements for teachers, trainers and tutors in the learning and skills sector
(referred to here as the ‘QTLS reforms') on Third Sector (TS) providers and
practitioners.
